The real threat is not that Obamacare will take over Medicare. It’s the other way around, says Mike Cannon, a health-care expert with the free-market Cato Institute in Washington.
“These exchanges are built to fail,” said Cannon. “They’ll drive private insurance companies out of the market. When they do, the whole thing will collapse.”

New Jersey- Christie Being Pushed to Support 'Health Exchange'
With the state Legislature expected to approve a bill Thursday creating a "health exchange" — the cornerstone of the federal health care law that will help people shop for cheaper coverage — a group of family, consumer and senior citizen advocates today challenged Gov. Chris Christie to support the effort.
But Christie, a Republican, has not committed to creating a health exchange, and won't make a decision until the U.S. Supreme Court decides this year whether the Affordable Care Act is constitutional, state Banking and Insurance spokesman Marshall McKnight said. The nation's highest court will hear arguments on the case in two weeks.
Waiting for the Supreme Court's decision, however, is "leaving millions of dollars on the table," said Ray Castro, a senior analyst at New Jersey Policy Perspective, a liberal leaning think tank which participated in the Trenton press conference to call attention to the bill. The Christie administration has delayed applying for larger grants, unlike Pennsylvania which received $30 million and New York that qualified for $40 million.

New Jersey- Senate Committee Clears Bill To Establish NJ Health Insurance Exchange
Legislation to create a state health insurance exchange, a competitive marketplace where individuals, families and employers will be able to purchase affordable, quality health care coverage, was approved Monday by the Senate Commerce Committee.

The bill would establish the New Jersey Health Benefit Exchange Trust Fund in the Department of Treasury to be the repository for monies collected from carriers and other monies received as grants or otherwise appropriated for the purposes of the Exchange. The monies in the Fund could only be used for the purpose of supporting the activities of the Exchange.
The legislation would take effect on the first day of the seventh month following enactment, but would authorize the Commissioners of DOBI and Human Services to take anticipatory administrative action in advance as necessary for its implementation. The committee approved the measure by a vote of 4-2. It now heads to the full Senate for a vote.

National- Another 10 States Get Federal Grants Totaling $230M for Health Insurance Exchanges
Federal officials say another 10 states are getting a total of $230 million to set up new health insurance markets under President Barack Obama’s overhaul.
Seven of them — Colorado, Massachusetts, Minnesota, Nevada, New Jersey, New York, and Pennsylvania — have either adopted a plan or are making substantial headway.

In two states announced Wednesday — Kentucky and Tennessee — it’s not clear whether policymakers will follow through. In Arkansas, officials concede that Washington will have to take the lead.

New Jersey-New Jersey a Step Closer to Establishing a Health Insurance Exchange
New Jersey has taken a major step toward establishing a health insurance exchange this week as the Health and Senior Services committee voted to approve a new bill that would make an exchange possible. The bill, A2171, aims to define what a health insurance exchange would be for the state. Each state is allowed to determine how it implements an exchange program and how it will be run. The legislation faced staunch opposition in its early days, but as the bill changed through a series of auxiliary provisions it gained support from lawmakers and consumer advocacy groups. The Assembly committee approved of the bill this week and the legislation will now make its way to the full Assembly.

New Jersey- Assembly Panel Moves Forward With Key Component of Reform
State lawmakers took a step toward implementing a major component of President Barack Obama's health care reform law Monday as an Assembly panel moved legislation to establish a New Jersey health insurance exchange.
The Assembly Health and Senior Services Committee, which is chaired by Burlington County Assemblyman Herb Conaway, D-7th of Delanco, voted 8-2 with one abstention to approve the measure, which would establish the exchange, described as a user-friendly, one-stop online marketplace where individuals and small businesses can buy approved health insurance plans.

The full Assembly approved a bill creating an exchange in 2010, but the Senate never posted the measure for vote.
Conaway, who drafted both the 2010 version and the current bill, said he's hopeful that progress will be made this year, in large part because states must act to meet a January 2013 deadline for getting their exchange plans approved by the federal government so they can be up and running at the start of 2014 — the year the reform act's individual health insurance mandate goes into effect.
