Vermont- Phase in? Or big plunge?

The health insurance world as most Vermonters know it is headed for a shakeup in just 22 months — regardless of whether Vermont implements a consolidated, government-financed health insurance program covering everyone.

Vermont lawmakers have been weighing whether to make this state’s exchange the only place where private insurers could sell to individuals and small employers beginning in 2014 and whether to include employers with 50-100 workers in the first wave to use the exchange or have them wait until 2016.

Byers spoke for many Vermont businesses recently when she urged lawmakers to take a go-slow approach to the exchange to give it a better chance for success.
